As Gleeson states (1998: 221), this has origins in the Single European Act (1987) and the harmonisation of regulation that started in 1992 and is emerging as a key component in EU policy development such as Territorial Policy Integration (TPI) (Faludi 2004; Schout and Jordan 2007: 836).
