24 Sears Given existing technologies, the following guidelines should be considered to help ensure the accessibility of WWW-based materials for blind computer users: • At present, effectively accommodating blind users requires that all information be made available in text. Textual descriptions must be provided for all graphics, applets, videos, and any other nontextual item that would normally require the user to view the screen. These textual descriptions should not only provide a name for the object, but should also allow the user to understand the information that is conveyed through the nontextual item.

Given limited screen space, information organization becomes even more important. The information users are likely to need should be placed such that it will be available without scrolling. If scrolling is required, it should be limited to one direction (vertical is better than horizontal) because forcing users to scroll both vertically and horizontally to view a document is likely to result in frustration. An alternative is to divide information into several smaller documents and provide an index.

Cursor positioning tasks can also prove problematic. Any interactions that normally require mouse-based input should also be supported via the keyboard. Keyboard-based navigation should be consistent, using the same keys throughout the interactions. Standard tab-based navigation should be tested to ensure that users move through the interface in a logical and expected order. • Consider the demands placed on the user’s working memory. Most information will be delivered using audio, but auditory information is transient.
